Zambia has launched its National Carbon Registry, positioning the country among the first in the world to deploy a fully integrated, sovereign digital infrastructure for carbon asset management.

A Milestone for Article 6 Compliance

The Ministry of Green Economy and Environment (MGEE) and the Zambia Environmental Management Agency (ZEMA), with support from the SPAR6C Program, launched Zambia’s National Carbon Registry today, marking a major milestone in the country’s climate finance ambitions. The platform ensures transparency and strict compliance with Article 6 of the Paris Agreement, having already signed bilateral cooperation agreements with Sweden, Norway and Switzerland.

The Registry allows Zambia to track, manage and report carbon project greenhouse gas emissions reductions using internationally recognised MRV, accounting and crediting standards. It supports the country’s Nationally Determined Contributions by preventing double-counting and managing the relationship between exported credits and Internationally Transferred Mitigation Outcomes. This launch covers the first phase, focused on Article 6-aligned projects, with a second phase to follow covering Voluntary Carbon Market activity.

Built Through Regional Cooperation

The Registry was developed through South-to-South cooperation with Ghana’s Environmental Protection Agency and will be interoperable with the UNFCCC’s Centralised Accounting and Reporting Platform. ZEMA will administer the system, which will also link to Zambia’s Integrated MRV system for NDC reporting and compliance tracking.

MGEE Permanent Secretary Dr Douty Chibamba said the Registry demonstrates Zambia’s commitment to accountability, ensuring carbon credit activities remain visible and reviewable by the public. ZEMA Acting Director General Christopher Kanema said the agency is committed to maintaining the highest standards of integrity and transparency, while SPAR6C Zambia Team Lead Joachim Schnurr described the launch as giving international investors the legal and digital certainty needed for scalable carbon finance investment.
